SELECTION PROCESS FOR NEW APPLICANTS

COLLEGE FUND OF PINELLAS COUNTY, INC.

P. O. BOX 673

CLEARWATER, FL 33757

February 2022

New applicants (i.e., students who have not received a College Fund grant in the current or preceding academic term) should submit their application after the fall semester of their senior high school term or after the latest college term, as appropriate.

Applications will be accepted online only from February 1 to June 17, 2022. To be considered, online applications must be complete, including transcript and Pell grant documentation.

When funds are available for grants to new applicants, the following process will be used to select the new grant recipients on a best-qualified basis.

When an application is received from a prospective student grant recipient, the following steps shall be used by the Student Selection Committee to process the application:

  1. One member of the Committee shall review the returned application form and attachments for compliance with our minimum requirements.

  2. The Student Selection Committee shall be convened to review all applications in order to select the most competitive applicants for interviews based on a series of objective measures.

  3. The Student Selection Committee shall schedule interviews for Board meeting dates in July (and August, if necessary).   One member of the Committee shall confirm the date, time, and location of the interview with an email and text message to the student, including directions to the interview location (or Zoom interview information) and provide a cell phone number so the student can contact the Board on the day of the interview, if necessary.

  4. The Committee shall then present a list of applicants who have been approved for an interview to the Board of Directors.  That interview will emphasize not only measurable, objective criteria but also subjective factors concerning academics, finances, and personal motivation.

  5. After the conclusion of each interview, the Committee shall lead the Board of Directors in a discussion, after which each member will be polled for a score to be awarded to the applicant based on a 30-point maximum scale, with 10 points maximum each for academics, finances, and personal motivation.  One highest and one lowest individual Board member score will be dropped, after which a numerical average of the remaining Board member scores will become the student’s interview score.

  6. Once all applicants have been interviewed, the scores awarded by the Board shall be used to rank order the applicants, and the applicants shall be awarded grants in that rank order until the funds allocated for grants by the Board are exhausted.  The final list of grant awards shall be approved by majority vote of the Board of Directors.

  7. The Student Selection Committee shall notify every applicant of their selection or non-selection for a grant.

  8. For each applicant selected to receive a grant, the Committee shall inform the Treasurer to send a check to the student at their mailing address.  The Treasurer will annotate the check number and date sent on a student listing provided by the Student Selection Committee.  Such listing will be provided to the accountant during the annual financial review.

  9. The Student Selection Committee will also establish a rank-ordered wait list for applicants not selected after the original interviews.  Should additional funds become available, those students will be awarded grants based on rank order and based on the amount of available funding.
